The expression, "a new covenant," arises from God's promise to Israel of a new covenant in Jeremiah 31:31. The fulfilment of this "new covenant" is described in Hebrews 8:8-12. The necessity of God's providing a new covenant for Israel is that He found "fault with them." "The house of Israel" and "the house of Judah" did not abide in the covenant He made with them at Sinai. His ten commandments, which defined the first covenant (Exo. 34:28; Deut. 4:13), were not written on the fleshy tables of their hearts (2 Cor. 3:3) and, therefore, the righteousness of the law was not fulfilled in them (Rom. 8:4). This is significant in that the first provision of His new covenant is that He puts His laws in the hearts and minds of His people as they receive a new heart and enter relationship with Him, knowing who He is (Eze. 36:26, 27). The second provision is that He will be merciful to their unrighteousness and remember their sins and iniquities no more.
